Resolved Stuck on Resolving Packages... in 2019.4.18f1

I tried to find that question on the internet, but I didn't find it. After I had checked the editor log and the upm log, I saw an error about UPM, but I didn't believe it. Suddenly I found a solution and I doubt unity-hub had a bug.

solution:
1. open HUB
2. if you log in, Log out of your account
3. Restart your computer (traditional method)
4. reopen HUB
5. into your project which had that problem
6. Question has been resolved
