Stitching ckithes in Unity 2019.3 and above no longer works

So, I posted this on answers and no replies. I figured I'd try here to see if anyone has had the same issues.
Normally I make my models in blender, copy parts of the same mesh and make them into clothes/armor. I stitch them in Unity and everything works fine. The model and the clothes all animate.

However, in Unity 2019.3 and up this doesn't work anymore. The clothes go to the correct position but they don't animate. I take that back, the legs animated but the rest of the clothes don't which I find doubley odd. The same fbx files work just fine in Unity 2019.2.1.

Anyone know why this would be? I'm getting really tired of downloading different versions of Unity to find out something is broken or what I need in that version no longer works.

What do you mean by "stitch"?

Blind guess, try turning off "Optimise Game Objects" on the import settings under "Rig" for all your parts.
