Spotlight Shadow Flickering (not Bias Related)

    I'm seeing spotlight shadows flicker in 2018.3.12f The flickering occurs when changing a mesh's distance from the spotlight, or when adjusting the spot's range.



    Any suggestions on how to troubleshoot this? I've already moved everything into a new project, and I'm not using any third party assets that alter shadows or lighting.
