Splash screen tools bug in windows editor

    After configuration new splash screen & press @preview@ button Playing image is twinkles between show/hide in many frames per seccond (it is not good for developers eyes).
    This bug exist on OpenGL 4.5 (OpenGl Core) & OpenGLES 2/3 modes on Windows operation system. If project use DirectX mode then preview works good.
