You can develop sound effects with practically any software synthesizer. I use Komplete 6 by Native Instruments. Check this page out. http://www.native-instruments.com/

    Second, google software synthesizers.

Question: This is really none of my business, but why in the hell do you have to 3000 dollars to sell a computer game? Sounds like someone is trying to scam you.

Edit: there are much cheaper options out there besides komplete so do your research. I started off with Reason by Propellerhead. They are having a sale now, btw. http://www.propellerheads.se/

There are plenty of places to get cheap, royalty-free sound effects. SoundDogs.com is good, for instance.

As far as I know, unity has licensed fmod fo you, providing you use the unity commands to play sounds. If you go further like a DLL, then you will need to play for your own license.
