So I am having this problem, I can only select terrain, if I want to select other objects I have to use hierarchy.
I am using the latest version of unity at the moment, this problem occurred first like 2-3 months ago.

What I have tried soo far:
    1. Creating new Project.
    2. Closing and reopening Scene view tab.
    3. Resetting to default layout.
    4. Reinstalling "Unity".

    Windows 10 home 64bit.
Unity is on DX11, My PC is on DX12.
    Layers are set to "Everything"

    Any help is appreciated :)

I encountered a similar issue in the 3d modelling package Maya...the fix in that case was the gfx card driver of all things. Also with unity I believe custom editor scripts could screw up selection..but if you created a new empty project...then it can't be that.
