    Sunvox:
Could be helpful if you have any experience with trackers. Not very intuitive for the first minutes, but powerful and multiplatform apps, even mobile devices.

Madtracker is another tracker. Maybe doesn´t work on Win 8.1, too :-/

What you want to look for is a "digital audio workstation" (often called a "DAW" for short). They are useful for music and sound effects production.

There are a good range of them available, ranging from low-end free ones to higher-end premium (commercial) ones. Ideally, you want one that allows things like VST instruments ("VSTi") and effects, as well as nice audio-editing features, and perhaps a nice inclusion of loops samples (though, you can find and buy those separately).

Some you might find useful to check out are:

Ableton Live (One of the better choices out there.)

Presonus Studio One Free (It's a limited free version, so you might want to consider upgrading to a higher version that best fits your you--but you can start with the free version.)

    FL Studio Pro

    Cubase

    Reaper

Here's a list you might find useful: http://www.musicradar.com/tuition/tech/the-15-best-daw-software-apps-in-the-world-today-238905/2

You can find sound effects from various places, such as here and here. Here's a Google list of such places: VSTi sound effects.

If you're making a small, "retro"-style game, then you can use a free editor called Bfxr.

    Good luck!

    FL Studio is excellent.

It used to be a much simpler interface, but in recent years has become much more bloated feeling. Regardless, after clearing the learning curve you can make fantastic sounds and songs with it. Very low level controllers are included in the basic software.
