Can't seem to get the High or Low Rendering pipeline to work with WebGL...

The HRP errors out with something about the number/complexity of shaders even when building to WebGL 2.0.

The LRP seems to build but does not render the scene?

So am I right in saying that the new Scripted Rendering Pipeline system does not currently work with WebGL?

You are correct, currently WebGL is unsupported with SRP, our team are working on fixing this but I cannot give you an estimation.
LWRP will definitely get support but in terms of HDRP there are no plans for it, simply the shading and systems are far too complex for it to run on the WebGL platform, it is essentially GLes 3.0 and also limited in memory and is single threaded.
