Shooter fans -- would you like a game that won't let you get really good at shooting?

Right. The idea is to handicap the players shooting ability. Not make it impossible for them to get pretty good at shooting, but make it to where they can never get so good that they can easily turn the game into Duck Hunt.

And actually, the more games I check out and dissect the shooting mechanics, I don't think this will really be that hard to implement. My main source of inspiration is The Hunter: Call of the Wild, in this regard. It is not easy to aim in that game. It takes time and patience as you would expect from a hunting game. It's pretty realistic. So if you take that same approach but apply it to a situation where the animals are shooting back at you, I think it should be just what we need.

I actually recently (re)discovered a game I know of that has randomization in that area--Alpha Protocol--though it's for the purposes of dice rolls and a stat the player can improve, rather than an unchanging randomness.

I never finished that. Is it worth playing through to the end?

Depends on what you're looking for in a game. If you're willing to push through generally poor gameplay for a decent story and a strong amount of reactivity (aka "choice and consequence"), definitely.
