Shader query

Hi there, not sure the best way of asking this question, but need a little bit of advice on a shader, I am after processing pixels on a 2D image and averaging the palette to create defined regions of colour, maybe a bit like a toon shader in a basic sense, but really more like an adaptive gif palette of a low range of colours, any help of pointing me in the right direction would be ace
