Severe BUG: Point Light Shadows do not work correctly (works in 2017.1, but not 2017.4)

I'm working on getting some images/video as proof, but the shadows from point lights are VERY broken in Unity 2017.4 (f10). We're not the only ones seeing it, as this thread calls it "anti-shadows":

    http://zh.esotericsoftware.com/forum/shadows-with-point-light-appear-as-ANTI-shadows-7026

We don't have many point lights with shadows in Overload, but many (user-created) custom levels do, and in 2017.4 (but not 2017.1), their lighting is severely messed up because of the issue. I will post back soon with visual proof, but I'm certain this is a Unity bug. Spot lights and directional lights with shadows work fine, as do all non-shadow-casting lights.

    Thanks,
    Luke Schneider

Here is the video of it occuring:

You can clearly see that instead of casting shadows, it creates an inverted shadow of sorts.

    Here's some screenshots...

First a spot light working fine (above).

Then changed to a point light (above).

Then messing with some settings of the light (near plane).
