Seeking Full Service Game Development - Aquarium Project

Looking for small studio to build a 3D aquarium in Unity.

Something similar to this:

Features

* The camera is fixed and the background is mostly static and could optionally be done with 2D (see below)
* Fish AI is quite simple, fish swim around with different speeds, they can perform simple turns, and might ocassioanlly change speed (darting)
* Fish should swim smoothly and the motion should look realistic
* (Optional) It would be good if fish can swim in front of and behind items, with some very simple rules (could still be 2D using layers or what not)
* It should be possible to add new fish types by creating a new prefab with some simple contents/settings like speed, 3D model, etc
* Must run smoothly on mobile (Android and iOS) on a device that is a few generations old (circa 2016)
* Fish models must be easy to retexture, there should be a texture template for each model which can be easily changed

Unity Project including all source code
3 Aquarium Backgrounds
8 Fish Models and Textures
Particle Effects for Water/Bubbles/Light/etc

The project includes creation of code and all art work. All fish models and textures must be original work not stock/asset store. Backgrounds can be stock images/models as long as the licenses are incuded in the price.

The project will be fixed price and paid in milestones:

Milestone 1 - Plan and Design Doc - 5%
Milestone 2 - Vertical Slice - 20%
Milestone 3 - Completion - 75%

(The vertical slice is expected to look close to the final product, but include very limited objects, for example 1 fish, 1-2 background elements)

An escrow service like upwork may be used if desired.
