    See images,

I'm seeing overall scene brightness changing pretty drastically across all scenes for our game post updating from

    Unity 2019.4.18 (expected lighting)

    to

    Unity 2020.2.7 (scene is brighter)

    What changed? Any ideas?

DId a test and I'm seeing a drastic difference in RGB values between the two versions. Here are our results. blue_test.png

No offence but, stop updating Unity! Once you start a project, you should never update, stick with that version, or you will keep encountering probs like this.

That is why you do the lighting as a last thing in unity.
This way you can update only moderately painful.
