Second Xbox controller won't join

    Hello,

    Love the new input system! I think I found a bug or maybe I don't understand something fully.

    I'm using the PlayerInputManager component to handle local coop. Normally, new players can join without a problem.

    For some reason, when I try to use Xbox controllers plugged into my windows computer via usb, the controller that was plugged in second can't join the game until after the controller that was plugged in first joins. I'd like for the controllers to be able to join the game in any order.
