Like PCs, Android phones and tablets have different screen sizes and graphic resolution. Android apps should list system requirements so that users aren't surprised when app windows are cut off at sides or top/bottom.

mobile apps are not meant to list requirements, they are meant to either not be buyable on the device at all or properly adapt. WP7 and iOS platforms enforce that (you get rejected if you fail to comply) and on android you get some clean straight 1 star ratings to hell if you allow devices to install it with exotic resolutions against which you never tested it with the user being annoying due to it.
There you might want to go with a white list instead a black list, explicitely allowing devices AFTER testing it if its not a 'same device with different name due to country / carrier' thing

Seeing as a lot of developers that are more indie are creating some great applications. Do you recommend any starting point for size and resolution. I see the smartphone to tablet form factor but do you use anything more specific when trying not to get those one star ratings. IE I don't have a hundred devices to test on.
