Bug Scene/game view when moving/turning laggy

Hi,

My editor seems to be really laggy when rotating. in scene view its whenever the camera is turned and in game view whenever my character turns. its completly smooth until the turn or rotation.

Not really sure what to try ive been googling around the past few weeks with no solutions.

GPU is a 3060ti so it cant be this causing it.

i have changed from a 1080 to a 3060ti but the GPU is completly fine with everything else.
