Running an application within Unity Project

In the video above, specifically around 6:10, there is an instance of Google Chrome open in an in-game panel.

I am wondering if there is any way to do something like this in Unity. Specifically, I want to know if I can run most any program and have it render within VR (maybe on a panel or a camera...).

Any and all help is appreciated. If you know of a functionality like this somewhere that is not Unity (say, Unreal) please also add that.
