Rigidbody not reacting to torque?

I have a rigidbody connected to a configurable joint that has a very low level of reactivity with respect to torque. I can apply a huge amount of torque and it will barely move, but for AddForce it will move fine, however I need to use torque as to minimally affect the other rigidbody attached to the configurable joint. What can be done about this?

I'm still having trouble with this, is there some way besides torque that I'm supposed to be turning about a joint?

You might need to increase the max angular velocity by script first.
