I am looking into purchasing a cheap mac mini to build my project in Xcode. I have always used Windows so I'm very unfamiliar with Macs. Would I run into any issues using OS X 10.5 or 10.6? Should I be looking into something that can run the latest OS X instead? Thanks.

Honestly - you pretty much need to be on the latest OS X to develop for Mac. I think Xcode 6.1 requires 10.9.4. That being said I recommend checking out Apple's refurbished deals. That's where I get all my Mac stuff:

(sadly it looks like there are no deals on Mac Mini's atm - but they update it every few days)

Yes, that won't be usable. You generally need the latest or next-to-latest OS to be able to publish for iOS.
