Render Textures? Downsampling

    This is my issue. I need to create an adaptive system to maintain 60 fps. I noticed that overwatch has a system in place that can change the render resolution below the screen res or above for super sampling. I have plenty of other optimization techniques in place but I want this one as well. Is this achieved by render textures, and will it actually increase performance?
