Bug [REGRESSION] scrubbing timeline in 2020.2 is much slower than in 2020.1 (1291933)

    timeline 1.3.6 in .1 and 1.4.4 in .2
    repro: make a timeline project in .1 and port it to .2, scrub in both, .2 feels much less smooth
    with all the editor improvements in .2 that's disappointing to see timeline performance going backward.
