Realtime Spotlights do not work HDRP

    So I’ve got this street scene in 2019.4 HDRP with the old VR active because I need the OpenVR for my Vive. I have a bunch of real-time spotlights set up. The light react to the player.
    It works great in the editor. My script that controls which lights are on and what intensity they have works fine.
    So I create a build (64 but Windows because I also need to use the eye tracking on my Vive Pro Eye). Then suddenly the light do not work properly anymore. Some are off while they should be on (and are in the editor play mode) and some just suddenly switch on when they are increasing in intensity and some simply are off and stay off!
    Again, this all works fine in the editor but after building the runtime version the light simply do not work properly anymore in that runtime version!
