What am I doing wrong here??? Trying to follow some lighting tutorials and I get totally lost when I can't make any edits to these settings.

Also, how do I update/upgrade to the 7.4.1 HDRP version?

Realtime GI support was removed in 2019.3 for all new project on HDRP. The only way is to create project in 2019.2, enable realtime GI and then upgrade to 2019.3

And make sure you realize that you can't use Realtime lighting at all with HDRP in Unity 2020. 2019.3/4 is the end of the line for HDRP realtime lighting.

You know that the lock mechanism preventing projects made with Unity 2019.3 to use Realtime GI is just a boolean in the project settings file? You can easily change that value from 0 to 1 to unlock Realtime GI.

2019.3.15 is missing this bool. Do I need to install 2019.2, then upgrade to 2019.3 to have the bool appear in the ProjectSettings?

Don't know about that. Maybe they found out that we found out so they hide it in another place now.

Well, I started a project with 2019.3 and had that bool in the project file mentioned above.
But I think my version was lower than yours (2019.3.15). So, yes, maybe something changed again.

Maybe try out to just add that specific line to the end of the mentioned file. Sorry, but I have no time to test it for your specific case. I just know the workaroud mentioned above worked for me with 2019.3.
