I think this was a typo, I noticed it a while ago and using tier 2 seemed to get everything working properly.

Tier 3 was a design choice that we changed in the meantime. We apologize for the confusion in the documentation. The tier system has been redesigned currently so that it is more clear to users. Now some effects have a Mode Performance vs Quality (which is quite similar to the previous Tier1 vs Tier2)

got it, how do those tier work? would it be possible instead to give us a more granular choice of where performance gets spent?

PS: perfect picture for someone doing high def render ;)

You will get that in the next HDRP package for 2019.3 as well as the documentation for it
