So I have planned to make a 2D turned based rpg very similar to Temple of elemental evil, a turned based version of games like baldurs gate. I worked on a prototype for this in RPG maker acouple of years ago, but it got abandoned, and Im not sure if I should continue on it, or build it in Unity. I would need to hire a programmer for combat and all the advanced functions, but my question is regarding how much can I do myself, with no knowledge of coding.

What can I, with no coding knowledge, do in Unity? :
    -Import 3d character models?
-Import rigging for these models from fuse?
-Import 2D layers of landscape, and catalogue this into different areas to transtion to?
-Move around these areas with a camera view?
    -Import and create dialogue?

With no programming skills you can of course import assets and allign them in a scene. But that won't bring you the edge. Depends what is you goal of the game. For your self as hobby, or for commercial product.

You would need to learn at least some basics, to be able understand, what is going on. No need even writing, if somebody does for you. But surely you don't want to go blind all the way. Imagine what happen, when you loose your programmer for any reason. For anyone else, may not be easy to pick somebodies code, if is not complete. Depends how clean / dirty has been written.

Thank you for replying. It is for commercial use, I dont plan to earn anything from it though. You have a good point, I think there is always a risk when working with other people, but I don't plan to do it alone.

I guess you answered my question, I think I'll have unity open as an option, and start to learn more about it.

The main problem with RPGMaker is it does not support 3d models. So all models needs to be printed into 2d sprite sheets, which is a ton of work, I belive Diablo 1 was made in the same way. Another problem is it has bad support for isometric view, instead we used a angle called military oblique, which is abit ugly.
