I had the same problem. Turned out I didn't have WebGL Publisher installed. To fix it, I simply opened Package Manager, choose Unity Registry, typed in "Pub" and the WebGL Published automatically showed up, and clicked Install. Hope this help someone in the future.

Same issue for me. Went to Package Manager and looked for WebGL Publisher--but no results. I'm using the 2020.1.17f1 version.

I managed to get it working by downgrading the project to 2019.1.4, installing webgl from the package manager there, then upgrading again to 2020.2.1f1 now the publish option is available.

Make sure you click on the drop down menu that says "My Assets" at the top left of the package manager and select "Unity Registry". The WebGL Publisher is one of the downloadable & install options there.

Thanks again for the fix, I was also stuck.

THANK YOU SOOOOOOOOOOOOOOOOOOOOOOO MUCH FOR THIS HELP YOOOOO!!!!!!!!!
bro I've spent hours trying to figure out how to fix this nonsense. No, where I found an answer but here. I installed WebGL but the publisher didn't install it apparently, only the build support. That is awful, the publisher should come with the support.

Come on unity, make it one package.
