I believe you need to have installed the package for that link to change, but I'm not certain. In any case, if you open the `View Changelog` link you can change the URL by hand to match the major version you're looking for. https://docs.unity3d.com/Packages/com.unity.probuilder@4.0/changelog/CHANGELOG.html
IDK, I have latest version and blue "View changelog" works just fine for me, but I thought all versions share the same link...
It would be nice to see the notes for the version one intends to upgrade to by default instead of existing because by then it's a bit too late to care

(good point, I'll check with the package manager folks if they can/already plan something for this)
On a Serious Note: I heard back from the Package Manager devs (speedy!)- good news! If you are using 19.1 and above, you can indeed see the version info per-each. Here's a copy paste: "you can see the changelog for a version of the package you don’t have installed yet by selecting the version in the left pane, and then clicking on “view changelog” on the right pane"
