Can you try making an apk and pass it on?
Note: Remove all scenes in the build settings and also fine if its development build too.

I analyzed apk and found that unity notification reboot receiver doesn't have android.exported property. All other receivers have it.
    Code (CSharp):
    1.  <receiver
    2.             android:name="com.unity.androidnotifications.UnityNotificationManager"
    3.             android:exported="true" />
    4.
    5.         <receiver
    6.             android:name="com.unity.androidnotifications.UnityNotificationRestartOnBootReceiver"
    7.             android:enabled="false">

Ok. Then you need to wait or update latest mobile notifications. They must have added it by now mostly or you can do it yourself.
