Problem with avatar mask in Unity 2018.3.8f1

    I have a humanoid character with a animator controller consisted of 2 layers.

    The second layer is of override blending with a avatar mask.
    For the avatar mask, the root is turned on.
    And everything works as expected that the second layer's animation provides the root motion.

    However, if a skeleton is imported into the avatar mask , the second layer no longer provides root motion which is not the case for Unity 2017.4.

    Can any one help?
