Prevent Visual Studio Quick Actions from suggesting Renaming?

Is there any way to customize which Quick Actions Visual Studio will suggest? This happens a lot, where I'll want to add a new method to a class, and I expect the first Quick Action to be "Generate Method". But every now and then, instead it decides it thinks I want to Rename an existing method instead of generating a new method. I'll NEVER want to rename an existing method. Any way to turn that off so I don't rename things unintentionally?
