Prefab Not Allowing Scene Saving

Odd behavior in new Project. I noticed the asterisk would not go away when saving a Scene. I tracked it to a prefab variant I had created. When I clicked on it in Project folder its icon would blink and blink. When I clicked back in editor it would stop and I could save. If I opened the prefab to work on it it would start blinking the icon and the Scene would not save. For now I unpacked the prefab completely to keep working but this is not ideal by no means. Does not happen in another project that has migrated through versions.. Just in this new Project in 2019.4.9f1
