I'm trying to increase performance and noticed that Bloom and Color Grading takes up a lot of CPU time, but I dont even have those effects enabled.

Afaik the bloom (and possible other effects) are enabled by default in latest hdrp. Chect default volume settings in project settings -> hdrp (i dont know exact location of this settings but it is somewhere in project settings)

I think it is somewhere in the presets of HDRP settings.
