I am using URP with a global post-processing volume and an override that includes bloom. The scene's main camera (named "Main Camera") has Post-Processing set to On and is set to output to Display 1. As you can see below, however, bloom effects only show up in the Shaded Scene viewport, and not in Display 1:

I can't think of any good reason for this to be happening, and am therefore reporting this as a bug.

Do you have HDR on in urp settings? URP quality settings doesn't affect scene hdr settings.

For those curious: I reported the bug and found out the reason for it not displaying: the Main Camera was set up correctly, but the Overlay Camera in its stack did not have the Default layer included in its Volume Mask settings. (In a different scene, a similar issue occurred because the global post-processing volume was on the UI layer while the main camera was on the Default layer.)

I've run into this issue again--this time, in a scene where there is only one camera! o_O

Okay, I figured out the issue: apparently, post-processing works on canvases in every screen space except for Overlay for some reason. Setting the Screen space to "Camera" for each canvas I wanted to have post-processing fixed it.
