I am developing a mobile game and have not hired a unity engineer yet. We are doing all the art first than planning on hiring a unity developer to put it together. The 3D modeler asked me what polycount am I looking for in the Character Model and stumped me. From my noob internet research it seems around 1500 tris seems about right for the polycount a mobile game character? Does that seem right?

There will just be one character on a screen with a background/environment with little to no animations. The character will just be demonstrating limited Karate type action animations.

It really depends on your target hardware, but you can push a lot of vertices around on modern phones.
1500 sounds very low, if you have a single animated character on screen you can go crazy high.
You can probably stay around 15.000, but probably also push 30.000 / 40.000 without problems with a single character.
