please: why GLOBAL VOLUME not appear to add lights on UNITY 2019.4.9.f1

    hi , i am using unity 2019.4.9f1
    and i am follow this tutorial for make real lights for my scene:

    .
    but the installed UNITY 2019.4.9, does not contain to add global volume light effect
    i can' NOT add global volume
    please help ... any comments are always welcome

    Is your project using High Definition Rendering Pipeline?
