Please improve "How To Report Bugs" page

    Unity, could you please add to How to reports Bugs that, if Unity editor isn't starting due to some bug, that the bug-reporter tool is a separate application in the Unity installation directory, that can still be used to file a ticket without starting the editor first.

    This helps to avoid confusion like here.

    Turns out it already was mentioned in the segment below the headline, although easy to miss at first glance. We've reformulated the part to increase visibility. Thanks a lot for the feedback!
