Please Help, upgraded to 2019.3 and HDRP. VR not working anymore.

Hi, every time I upgrade unity my VR system breaks. I switched from the Vive input utility to the SteamVR/OpenVR system becasue it seemed great how it was cross platform. spent weeks editing scripts and setting up stuff for Interaction from the vive rig. Now in unity2019.3 HDRP pipeline for my project, I am not sure how to get my Vive to work in VR. If I can get something to work with the existing SteamVR system, that would be great. If not, it would like to know if anyone knows how to evern get VR to work? I tried the Oculus XR pluging and that did not work so I uninstalled and tried to do the Legacy with OpenVR and it no longer works either. Nothing through the headset when I run the game in unity.

Should I wait till SteamVR releases their XR plugin for Unity?
