I have a Lenovo laptop. The specs are
    Ryzen 7 4700u Radeon Graphics
8GB of RAM (upgradable to 12GB)
    512GB SSD
I used to have 512MB of VRAM but I change it to 1GB of VRAM via BIOS

My question is, will I be able to run it and make a game? I'm planning on making an FPS multiplayer game. Because what I'm thinking is that, if I can play games like Valorant, Paladins, Rogue Company low-med settings above 100+ fps also I can stream them, then I should be able to make a game similar to that maybe even lower graphics since the game I'm planning on making would be like minecraft graphics.

Those specs are fine, and as you said, if your system can play those listed games at 100+fps, then it can handle making a game of a similar size/complexity.

    That said though...
If you're brand new to game development and/or software development in general, an online multiplayer game shouldn't be your first project; it's not an easy task for beginners.
