Bug Player hangs when users using Exclusive Fullscreen mode ALT-TAB during loading

    For users running in Exclusive Fullscreen mode if they alt-tab during the early loading stages of our game the player will hang forever. Task Manager shows the process as unresponsive, no CPU usage, and no change in memory allocation.

    If the user does not alt-tab until after the game has loaded to our main menu they are then safe to alt-tab after that without issue.

    Also, if they run the game in Windowed Fullscreen mode the game will not hang when alt-tabbing during loading.

    I tested several versions of Unity which show the problem starting in version 2020.2.0f1 but, didn't exist in 2020.1.17f1.

    2020.2.2f1 - has bug
    2020.2.1f1 - has bug
    2020.2.0f1 - has bug

    2020.1.17f1 - doesn't have bug
    2020.1.12f1 - doesn't have bug
