If you enable Post Processing (v1), the Physical Camera checkbox cannot be checked, and doesn't respond to being turned on in code. Using beta 10.

Unity staff is probably going to ask you for the bug-report Case number, so don't miss to provide it here already for them to pick up.

Physical Camera is not supported with PP v1 and v2. We have an update to PP v2 incoming that will add support but there are currently no plans to patch v1. Development of v1 has pretty much stopped since 2018.1 so I'd recommend you to upgrade to v2.

Also to add to this from what I've noticed. This is only the case with the default renderer when you enable post it won't allow you to enable/activate the Physical Camera mode. For LWRP Physical Camera and Post V2 works and I don't think HDRP is using the Physical Camera yet.
