Photoshop Tileset

I am making a tileset for a game that I am working on but need some help. I have the individual tiles already drawn but need to assign them to a tile atlas. I don't know how I can do this, please help.

 

Are you using Unity's built-in tile map tools? There is a series of manual pages about making an imported sprite into a tile palette:

I am talking about making a tileset in photoshop. I need to set each individual tile to its own layer and link that layer to the file for each tile.
