Partial Publish does not seem to work

    I select a few modified files in the project browser, right-click, select Collaborate → Publish. The regular Collab menu opens, with every single modified file listed. Selecting files from their folder versus "All Modified", selecting one file versus many files, selecting added files versus changed files... nothing seems to convince Collab to actually make a partial commit.

    I'm using the Linux build of 2017.1.1f1, but I was on 5.6 for a while and it never worked there, either.
