Package Manager UI blur

I upgraded from 2019.4.13 to 2019.4.15 today, I found that text in the Package Manager window is very blurred compared to other windows. Besides, under "My Assets" tab, some assets do not show up even if I clicked the refresh button, to find a package I often need to click refresh many times (typically > 5) before the package is fetched and appears in the window.

As far as I know, this is an old bug in older versions of the Unity editor, maybe 2019.1 sth but I can't recall, supposed to be fixed years ago, I don't know why it reappears now.

The text is still legible so I can stand with it, the blur just makes my eyes feel uncomfortable though.
