[Solved] installed unity 2018.2.20f1 and then updated to Unity 2018.3.1f1 seems the first update whas corrupt

So Upgraded from Unity 2018.2.20f1 to Unity 2018.3.1f1 and created a new project. When i tried to import TextMesh Pro i noticed that the Package manager option was missing from the window tab.I tried everything to get it back .i changed the package manager version in the json file and did a fresh install of unity but nothing seems to be working .I did submit a bug report as well.

[Edit] Created a new project in Unity 2018.2.20f1 and upgraded the project to 2018.3.1f1 now package manager is in the window tab

package manager seems to appear in the window tab and works fine if the project was created in Unity 2018.2.20f1 and upgraded to 2018.3.1f1

[Edit 2] Created a new project in Unity 2018.3.1f1 and still no package manager in window tab

But if a new project is created in Unity 2018.3.1f1 package manager still not in window tab

    any help would be appreciated
    Thanks
