I'm having some issues with Package Manager.

First problem is Package Manager is completely grey when I open it on versions 2019.4. I checked a lot for online solutions tried a bunch but nothing changed.

Second problem is when I'm on 2020.2 which is kind of a resolution problem and that's making really hard to interact within - I have to find out where the offset is and click that place in order to select or install the packages- . It's best if I show you.

Same problem here: Intel i7-9700 with UHD Graphics 630 - Package Manager, VFX Graph and Shader Graph windows are scaled and unusable, other windows have scrollbars in the middle.
Didn't try Intel's driver roll-back yet, but switching players Graphics API in settings from DX11 to OpenGLCore also solves this issue.

So I tried different versions of Intel's UDH Graphics driver:
    1. v27.20.100.8935 - OK.
    2. v27.20.100.9030 - refused to install, saying that I already have the same version of driver (it was 27.20.100.8935 at the moment).
    3. v27.20.100.9079 - scaling issue.
    4. v27.20.100.9126 - I didn't try this one, but other people reported it as having scaling issue.
    5. v27.20.100.9168 - scaling issue.
