OpenVR plugin keeps reinstalling itself, can a plugin be blacklisted?

    I'm working on making a rift build that will pass VRC checks, and everytime I go into play->XR Settings, and remove OpenVR, it instantly reinstalls itself. This feels like a bug.

    Using unity 2019..2.0a9
