I added menu music to my project. previously, everything was silent. Now, in all scenes where there is no sound, the game makes a white noise/ buzzing sound.

This is the case both in editor and in the builds. The audio object is destroyed, there's no inactive gameobjects in any of the scenes, and after reading some various comments following the suggestion to disable all audio listeners had no effect.

If I click away from the game in the editor, causing it to pause (or do the same thing for the game in a build) then the sound stops,, but clicking back to the game and it continues on again.

Have a look at the Audio profiler. There you'll be able to tell if there is actually an "official" audio source emitting the sound. Otherwise I recommend to test on another computer just to be sure. If the issue persist on various devices and no audio source show up in the profiler, submitting a bug report is the thing to do!
