I have a very old game made with unity 5.6.7f1 (yes... I know)

after several warnings that I ignored, Google Play Store removed it because it doesn't target Android 13 (API level 33).

can I just make a new build using the 5.6.7 editor targeting a newer api? or is the api version hardcoded into the editor?

I don't really have resources to migrate (and test) the game to a more recent unity version and I'd really prefer to avoid it. But assuming its the only option, which version should I migrate to, considering that I'm not interested in any new features but would just like to have as few headaches as possible due to migration?

in the editor I can see this

I don't quite understand what 'highest installed' means.
I don't have Android SDK installed on this machine, I've always used the unity cloud build automation
