Bug Offline packages can't be added to the local file system

    Hi,

    I'm trying to update a project from 2023.1.16f1 to 2023.3.0a15 to test the GPU Driven rendering.

    The project is on a computer that has no access to internet (this is a company policy).
    I fixed the issues related to text mesh pro package merged with unity UGUI (https://forum.unity.com/threads/2023-2-latest-development-on-textmesh-pro.1434757/).

    But now I have this issue, without more details in the log file.

    The packages are missing, so everthing is broken. Are those packages shipped with the editor like in final versions?

    Things I already tryied:
    - Close Unity and reopen the project
    - Close Unity, delete Library, obj and Logs folders and reopen the project
    - Remove and re-add the packages throught the package manager window

    Does someone know how to fix this or has the same issue?

    I have the same issue when creating a new empty project.

    When I remove all packages, the error is gone. Only Unity UI 2.0.0 and Visual Scripting 1.9.1 doesn't produce the error.
