Question Offline license

Hi,

I need an offline license, but the computer that unity will be installed on, cannot transfer files outside.
I am aware there is an offline instruction to install unity, but they require to create an alf file, and copy it to outside computer, which is not possible.

Is there an option to install it without copying files outside? Can I buy a special license for that?
